On 21 July 2022, the European Union adopted the 7th package of sanctions against Russia, which entered into force on Friday 22 July.
The new regulations are in line with the measures issued previously, making some extensions and changes to certain product and subjective categories already subject to restrictions.
In particular, the following are revised and integrated:
PRODUCT RESTRICTIONS
The EU Reg. No. 1269/2022 modifies the EU Reg. No. 833/2014 providing:
- The replacement of Annex XXIII concerning assets designed to contribute in particular to the strengthening of Russian industrial capacities (list which also includes commonly used items);
- The replacement of Annex X concerning goods and technologies suitable for use in oil refining and in the liquefaction of natural gas;
- Changes to Annex VII regarding quasi-dual goods and technologies.
An increase in dual and quasi-dual commodity controls is expected.

SUBJECTIVE RESTRICTIONS
The EU Reg. No. 1270/2022 implements the EU Reg. No. 269/2014, concerning restrictive measures regarding persons and entities that compromise or threaten the territorial integrity, sovereignty and independence of Ukraine.
This Regulation has provided for the expansion of the list of natural and legal persons who are prohibited from exporting to Russia.

The new restrictions require an up-to-date verification on the products you intend to export to Russia.
