New nomenclature 2022

Reg. 2021/1832 resulted in a modification of the European nomenclature, involving the insertion of 592 new codes and the modification of 174 existing tariff items . < / p>

In particular, the Reg. 2021/1832 modifies annex I of reg. (EEC) no. 2685/87 of the Council on the tariff and statistical nomenclature and on the common customs tariff.

When will the new combined nomenclature be applicable?

The Combined Nomenclature referred to in the aforementioned Reg. 2021/1832 applies from January 1, 2022 .

 

What is the combined nomenclature and why is this change so relevant?

To be marketed internationally, the goods are identified and declared, upon import and export, through numerical codes divided into sections and chapters.

The Combined Nomenclature (NC) is of fundamental importance for:

  • Apply the duties of the Common Customs Tariff and for any other commercial policy measure, such as prohibitions, authorizations and quotas.
  • Apply the rules of origin of goods
  • Determining the Made In Italy of the products
  • Apply tariff preferences (reduced or zero duty) provided for in agreements signed with third countries

 

The Customs Agency's approach to change:

The Customs Agency (ADM), in order to facilitate the approach to the new Nomenclature, has introduced the following attachments with Prot. 417678 / RU, for which see the ADM link: https: // www. adm.gov.it/portale/-/tar-2021-071-417678

  • The list of deleted 2021 CN codes
  • The list of new CN codes established or reused starting from January 1, 2022
  • The transposition tables between the nomenclature codes whose validity expires on 31 December 2021 and the nomenclature codes valid from 1 January 2022 and vice versa, modified following the adoption of the aforementioned Regulation </ li>

 

What led to this change?

The 2022 Harmonized System is profoundly modified, adapting to the inherent commercial needs:

  • New Products
  • environmental and social issues of global concern (eg electronic waste)
  • classification problems or statistical significance (eg in the case of tobacco and nicotine products)
  • technological innovations (eg drones, smartphones, etc.)
