From 1 January 2021, the French customs administration has prepared an application called "Enveloppe Logistique" which collects, under a unique identifier translated into a barcode, all export MRNs relating to a single transport unit (truck, trailer , etc.).
Once presented at the border, Enveloppe should have allowed the automatic closure of the underlying declarations. The French Customs Administration recently communicated that the malfunctions linked to the closure of the MRN reporting the French exit office were resolved starting from 19 July, with particular reference to the crowded Calais office. In order to remedy the situation that has arisen, based on the agreement between said administration, DG TAXUD (Directorate General for Taxation and the Customs Union) and the Member States, the operations registered in Enveloppe will automatically be granted an exit visa by September.
Furthermore, the Customs and Monopolies Agency - ADM, in order to facilitate the alignment of the situation created, has provided, through communication prot. 289964 / RU of last August 6, some simplifications in the procedures for the presentation of applications for the closure of offices also for MRNs not registered in Enveloppe. In particular, in the case of transport in which at least one operation is concluded by the customs of Calais, ADM, instead of presenting alternative proofs, will affix the exit visa for the operations relating to the first by:
- Same identity as the means of transport at the border (box 21)
- Same identifier as the international consignment note (box 44) in at least one of the declarations.
