The Registered Exporters System (REX) is used by EU exporters under certain free trade agreements and allows traders to self-certify the preferential origin of goods for export with an invoice or other commercial attestation document (declaration from).
To obtain the status of Registered Exporter, the economic operator must submit an application to the competent Customs Office.
The procedure for requesting registration on the REX portal has recently been the subject of a novelty: originally the economic operators had to submit an application in paper format to the competent territorial office, filling in the attachment 22-06 to Regulation 2447/2015; subsequently, with ADM Circular no. 4/2021, the REX Operator Portal was introduced in order to allow the electronic submission of registration requests to the REX database.
The transition to the new system in electronic format was facilitated by introducing an intermediate phase that allowed the use of the REX Portal in an optional and alternative way to the paper application.
With ADM Circular no. 24/2021 of 01.07.2021 it was communicated that this intermediate phase, which should have ended by the middle of the year 2021, has been extended until the end of the first quarter and the beginning of the second quarter 2022.
Therefore, the provisions that allow you to choose between sending a paper registration to the REX system or via the Operator Portal remain valid.
